Lois Capps was the Congressional Representative of
California’s 22nd, 23rd, and 24th Congressional Districts from
1997–2017.
Capps, a Wisconsin native, is the daughter of a Norwegian
immigrant Lutheran Minister. She has lived in Santa
Barbara since 1964. She earned a bachelor's degree
in nursing from Pacific Lutheran University, a master's
degree in religion from Yale Divinity School, and a master's
degree in education from UCSB. She married Walter Capps, a
divinity student at Yale who later became a prominent
religious studies professor at UCSB. Lois Capps worked for
20 years as a nurse and health advocate for the Santa Barbara
public schools and taught early childhood education parttime
at Santa Barbara City College prior to her election to
Congress in 1996.
A Democrat described as a “solid liberal” and also known as
“the nicest member of Congress,” Lois was a member of the
House Committee on Energy & Commerce. She was co-chair
of several caucuses and also founded several others. Her
caucus work focused on protecting the coastal environment,
in addition to school, health, safety, medical research,
women’s & veterinary issues.
